Recommendation is to obtain the Brussels Card, this gets you free hop-on/hop-off bus, entrances to museums, attractions, shops and very routes to see all the highlights.

I did Brussels in one day.  Arrived early on the train, left my luggage at the airport, and took the hop on/off bus.  At the end of the day got dropped off near the train station, grabbed some food and back to the train on my way to Amsterdam.  Very easy and convenient.  Great places to eat in town at the Grand Place Market Square and the Belgium Waffles are the  best.

Its one of the best setups I’ve seen, since the bus routes take you exactly to the highlights.  You may chose to hop off or stay in the bus to tour the city. The city is not too big so doesnt take long to tour it.
